La naturalizaci\u00f3n como derecho fundamental – para una Suiza moderna<\/strong><\/p>

De los ocho millones de personas que viven en Suiza, dos millones no tienen pasaporte suizo. Este es un resultado m\u00e1s de una pol\u00edtica de exclusi\u00f3n. Hay pocos pa\u00edses en Europa que pongan tantos obst\u00e1culos a la naturalizaci\u00f3n. Vivimos la diversidad a diario, pero en los planos pol\u00edtico, econ\u00f3mico, social y cultural, las oportunidades y los derechos se distribuyen de manera desigual. Esto va en detrimento de la democracia: por ello queremos desarrollar un nuevo y valiente modelo de sociedad.<\/p>

La participaci\u00f3n es un derecho fundamental<\/strong><\/p>

Todos los seres humanos nacen libres e iguales en dignidad y derechos. Quien vive en Suiza tiene que tener derecho a participar plenamente en la vida pol\u00edtica y social. El camino a seguir es la naturalizaci\u00f3n: el derecho a participar en las elecciones y en los referendos, tener una residencia asegurada y, sobre todo, el derecho a ser reconocido como miembro de pleno derecho de la comunidad. Estamos convencidos de que todas las personas tienen el derecho fundamental de ser ciudadanos de los pa\u00edses en los que viven permanentemente.<\/p>

Por una verdadera democracia<\/strong><\/p>

La diversidad resultante de la migraci\u00f3n aumenta la riqueza cultural de Suiza. Los or\u00edgenes, las convicciones ideol\u00f3gicas y la posici\u00f3n social de una persona no deben tener influencia alguna en sus derechos ciudadanos. Nadie debe estar obligado a adaptarse para «merecer» la ciudadan\u00eda. S\u00f3lo as\u00ed puede asegurarse de manera cre\u00edble la participaci\u00f3n en pie de igualdad de todos y todas, de modo que todos los habitantes puedan contribuir plenamente al bien com\u00fan.<\/p>

Promoci\u00f3n de la naturalizaci\u00f3n<\/strong><\/p>

La Confederaci\u00f3n, los cantones y los municipios deben promover activamente la naturalizaci\u00f3n en inter\u00e9s de una verdadera democracia. El procedimiento actual se basa en la selecci\u00f3n y en la sospecha de que una persona pueda exigir algo que no le corresponda. Esta actitud debe cambiar. Las personas que viven en Suiza y que a\u00fan no tienen pasaporte suizo deben ser acogidas, apoyadas e invitadas a naturalizarse. Entre otras medidas de promoci\u00f3n eficaces, se deber\u00edan suprimir las tasas administrativas correspondientes.<\/p>

Criterios objetivos, procedimientos justos<\/strong><\/p>

Toda persona que haya vivido en Suiza durante cuatro a\u00f1os debe tener derecho a la naturalizaci\u00f3n, independientemente de su r\u00e9gimen de residencia. Todo criterio anticuado, subjetivo o arbitrario debe ser abolido. Los plazos m\u00ednimos de residencia cantonal y comunal carecen hoy en d\u00eda de justificaci\u00f3n alguna. De igual modo, es discriminatorio que las personas que reciben o hayan recibido prestaciones de la ayuda social se vean privadas de sus derechos civiles. La naturalizaci\u00f3n debe ser otorgada por una autoridad administrativa de acuerdo con un procedimiento r\u00e1pido y econ\u00f3mico.<\/p>

Toda persona nacida en Suiza tiene derecho al pasaporte suizo<\/strong><\/p>

Los ni\u00f1os y ni\u00f1as que tengan su residencia en Suiza al nacer deben obtener la ciudadan\u00eda suiza. Este enfoque, habitual en otros pa\u00edses, garantiza la igualdad de oportunidades para todas las personas nacidas aqu\u00ed, respeta la diversidad de la poblaci\u00f3n y refuerza una democracia viva y comprometida con la igualdad y la justicia.<\/p>
