\u0130svi\u00e7re\u2019de ya\u015fayan sekiz milyon ki\u015fiden iki milyonunun \u0130svi\u00e7re pasaportu yok: Bu d\u0131\u015flama siyasetinin bir sonucudur. \u0130svi\u00e7re hala Avrupa\u2019da vatanda\u015fl\u0131\u011fa ge\u00e7i\u015fin en zor oldu\u011fu bir \u00fclkedir. \u00c7e\u015fitlilik uzun zamand\u0131r g\u00fcndelik hayat\u0131n bir par\u00e7as\u0131 olmas\u0131na ra\u011fmen, olanaklar ve haklar e\u015fitsiz bir \u015fekilde da\u011f\u0131t\u0131lm\u0131\u015ft\u0131r \u2013 politik, ekonomik, sosyal ve k\u00fclt\u00fcrel alanlarda. Bu durum demokrasiye b\u00fcy\u00fck zarar vermektedir. Bunun i\u00e7in yeni, cesur bir yap\u0131lanmaya ihtiyac\u0131m\u0131z vard\u0131r.<\/p>

Temel kat\u0131l\u0131m hakk\u0131<\/strong><\/p>

B\u00fct\u00fcn insanlar h\u00fcrd\u00fcr ve onur ve haklar bak\u0131m\u0131ndan e\u015fit do\u011farlar. \u0130svi\u00e7re\u2019de ya\u015fayan herkesin siyasi ve sosyal ya\u015fama tam olarak kat\u0131lma hakk\u0131 vard\u0131r. Bu, \u0130svi\u00e7re vatanda\u015fl\u0131\u011f\u0131na ge\u00e7mekle m\u00fcmk\u00fcnd\u00fcr: se\u00e7imlere kat\u0131lma ve oy kullanma hakk\u0131, g\u00fcvenli ikamet hakk\u0131 ve her \u015feyden \u00f6nce toplulu\u011fun tam \u00fcyesi olarak tan\u0131nma hakk\u0131. Ger\u00e7ek bir demokrasi i\u00e7in<\/strong><\/p>

G\u00f6\u00e7\u00fcn olu\u015fturdu\u011fu \u00e7e\u015fitlilik, \u0130svi\u00e7re\u2019nin k\u00fclt\u00fcrel zenginli\u011finin bir par\u00e7as\u0131d\u0131r. Bir insan\u0131n geldi\u011fi \u00fclke, ideolojik inan\u00e7lar\u0131 ve sosyal konumu vatanda\u015fl\u0131k hakk\u0131n\u0131 elde etmede hi\u00e7 bir \u00f6neme sahip olmamal\u0131d\u0131r. Hi\u00e7 kimse uyum sa\u011flayarak vatanda\u015fl\u0131k hakk\u0131n\u0131 \u201ckazanmak\u201d zorunda de\u011fildir. G\u00fcvenilir, topluma e\u015fit kat\u0131l\u0131m\u0131n\u0131n tek yolu budur. Ve ancak bu \u015fekilde, \u0130svi\u00e7re\u2019de ya\u015fayan her ki\u015fi, kendi potansiyelini herkesin yarar\u0131na olacak \u015fekilde kullanabilir.<\/p>

Vatanda\u015fl\u0131\u011fa ge\u00e7i\u015fin aktif olarak te\u015fvik edilmesi<\/strong><\/p>

Konfederasyon, kantonlar ve belediyeler ger\u00e7ek demokrasinin \u00e7\u0131karlar\u0131 i\u00e7in vatanda\u015fl\u0131\u011fa ge\u00e7i\u015fi aktif olarak te\u015fvik etmelidirler. Bug\u00fcnk\u00fc uygulama elemeyi ama\u00e7l\u0131yor ve birisinin hakk\u0131 olmayan bir \u015feyi (vatanda\u015fl\u0131\u011f\u0131) isteyebilece\u011fi \u015f\u00fcphesine dayan\u0131yor. Bu tutum de\u011fi\u015fmelidir. \u0130svi\u00e7re\u2019de ya\u015fayan ve hen\u00fcz pasaportu olmayan ki\u015filer toplumda memnuniyetle kar\u015f\u0131lanmal\u0131, desteklenmeli ve vatanda\u015fl\u0131\u011fa ge\u00e7meleri i\u00e7in te\u015fvik edilmelidirler. \u00d6rne\u011fin; etkili bir te\u015fvik y\u00f6ntemi olarak vatanda\u015fl\u0131\u011fa ge\u00e7i\u015f \u00fccretinden vazge\u00e7ilebilir. Vatanda\u015fl\u0131\u011fa kabul etme i\u015flemi, idari bir makam taraf\u0131ndan h\u0131zl\u0131 ve uygun bir s\u00fcre\u00e7te yap\u0131lmal\u0131d\u0131r.<\/p>

Objektif kriterler ve adil prosed\u00fcr<\/strong><\/p>

D\u00f6rt\u00a0y\u0131ld\u0131r \u0130svi\u00e7re\u2019de ya\u015fayan herkes, ikamet izninden ba\u011f\u0131ms\u0131z olarak vatanda\u015fl\u0131\u011fa ge\u00e7i\u015f hakk\u0131na sahip olmal\u0131d\u0131r. Eski, objektif olmayan ve keyfi kriterler kald\u0131r\u0131lmal\u0131d\u0131r. Art\u0131k kanton ve belediyelerin vatanda\u015fl\u0131\u011fa ge\u00e7mek i\u00e7in belirledi\u011fi ikamet s\u00fcrelerini savunmak m\u00fcmk\u00fcn de\u011fildir. Sosyal yard\u0131m almak zorunda olan ki\u015filerin vatanda\u015fl\u0131k hakk\u0131ndan mahrum edilmesi de ayr\u0131mc\u0131l\u0131kt\u0131r. Vatanda\u015fl\u0131\u011fa ge\u00e7i\u015f, idari bir makam taraf\u0131ndan h\u0131zl\u0131 ve uygun bir s\u00fcreden sonra onaylanmal\u0131d\u0131r.<\/p>
